Portland police have identified the driver accused of speeding through a southeast Portland neighborhood Monday afternoon and plowing into pedestrians and bicylists on the sides of streets and sidewalks, injuring at least nine people and killing an elderly woman.

The man, Paul Rivas, 64, of Oregon City was lodged at the Multnomah County Detention Center for the crimes of murder in the second degree, six counts of assault in the second degree, and multiple counts of failure to perform the duties of a driver. Additional charges will be considered by the Multnomah County District Attorney, officials said.

Some residents on Southeast Stark who witnessed the rampage were convinced the damage and destruction was intentional, something police say appears to be the case.

Police continued their investigation Tuesday along a crime scene that spans at least 15 city blocks, from Southeast 33rd Avenue to Southeast 19th Avenue, along parts of Stark, Belmont and Washington streets.The woman who died has been identified as 77 year-old Jean Gerich of Portland.

Rivas was taken into custody almost immediately after he crashed his vehicle and tried to flee. Nearby residents first cornered the motorist, keeping him at bay until three police officers arrived to tackle him to the ground.

Detectives reported Tuesday that they found no evidence that this was an act of terrorism, a bias crime or was politically motivated. But detectives said that the driver's actions did show intent to hit and injure people.

According to Portland Police Bureau spokesperson Derek Carmon, police received a call shortly after 1 p.m. that a driver had hit a pedestrian. Additional calls then came from people saying a person driving the same suspect vehicle, a Honda Element, was striking other people and vehicles, he said.

Larry Wolfe told reporters that he had an appointment to meet the person who was killed, a woman in her 70s. He said he saw her get hit by the car and scream, and was walking toward her when the car came back, hit her again, did a U-turn and dragged her along the pavement.

The family of the woman killed released a statement Tuesday mourning their beloved mother and grandmother:

'Jean Gerich was not a nameless victim. She was a loving mother of two. She was a proud grandmother of five, ages 4 to 16. She would have turned 78 in twelve days. She beat cancer five years ago. She received her first vaccination shot last week and was overjoyed to get out in the world again. She has lived in the city of Portland since 1972 and for those 48 years she has loved her community of friends, Forest Park, and the proximity to nature. We are grateful for the good Samaritans who were at the scene.'

A ‘rampaging driver’ who allegedly stole seven vehicles during a nine-hour crime spree was finally brought down by Queensland police, with the dramatic arrest captured on video.

The 27-year-old man is facing 35 charges over the terrifying ordeal which began near Rockhampton in Central Queensland and finished on the outskirts of Emerald, 350km away.

Police tried multiple times to stop the man who had allegedly bashed a pensioner and held others against their will.

Dramatic footage shows the man being wrestled to the ground by officers after police deployed road spikes for a second time to disable the vehicle he was driving.

The man’s alleged highway reign of terror began on Tuesday morning at about 9.40am when he allegedly trespassed at a Meikleville Hill property and pulled a knife on a resident.

He then allegedly forced a 44-year-old neighbour out of his 4WD wagon and drove off.

At about 10am police intercepted the 4WD which pulled over on Rockhampton Yeppoon Road, in Ironpot – but the attempt to stop the vehicle did not go to plan.

‘It was driven away at speed, narrowly missing a stationary police car and an officer on foot,’ police said.

Police alleged the 4WD was then driven dangerously through Parkhurst, Park Avenue and Gracemere, where it collided with the rear of a station wagon on Knight Street at about 11.30am.

Just 20 minutes later the man allegedly drove onto a work site on the Capricorn Highway, forcing tradesmen to dive out of the way.

He then allegedly abandoned the 4WD and took off in a Ford ute.

When the man tried to refuel at a petrol station on Anakie Sapphire Road, Sapphire, he ditched the ute and approached a home on the Capricorn Highway near Emerald where he allegedly threatened a 37-year-old woman and stole her red hatchback.

About 2pm he allegedly stole an Isuzu wagon from Vine Tree Road which police alleged was seen driving dangerously on the Capricorn Highway towards Emerald.

‘The Isuzu evaded interception through a series of dangerous manoeuvres causing police and other road users to swerve off-road,’ police said.

Further down the highway the man allegedly bashed a 73-year-old and stole his Ford SUV.

Just moments later he allegedly collided with a Hyundai hatchback and continued driving.

‘The SUV was driven toward the outskirts of Emerald where police successfully deployed a tyre deflation device,’ police said.

‘The man fled the damaged car before assaulting a 52-year-old man in an Isuzu ute nearby. Police intervened and the man fled on foot.’

He then approached a 61-year-old woman in an Audi wagon and allegedly forced his way into the vehicle.

Police said the man made the woman drive a short way down the Capricorn Highway before letting her and her passengers – two men aged 29 and 34 – out of the car.

He then drove to Bluff, where ‘he pulled directly into the path of a Toyota ute, causing it to stop on the Capricorn Highway,’ police said.

The man then allegedly forced the terrified 22-year-old driver out of the ute and drove it east toward Dingo.

His alleged rampage finally came to an end at about 6.20pm when police successfully deployed another tyre deflation device on the Capricorn Highway near Emerald.

‘The ute came to a stop and then allegedly reversed into the front of a police vehicle. The man was then taken into custody,’ police said.

He appeared in the Rockhampton Magistrates Court on Thursday charged with 10 counts of dangerous operation of a vehicle, three counts of armed robbery, two counts of deprivation of liberty, two counts of evading police as well as one count of armed robbery.
